EASA przedstawiła ekspertyzę wg której do wożenia pasażerów konieczne jest uzyskanie dodatkowego uprawnienia.
In regards to the question “does a FI(S) holder need to fulfil additionally the requirement from FCL.205.S(b)(2) in order to perform commercial operations?” our opinion is that FCL.205.S (b)(2) is fully applicable also to holder of SPL with associate FI(S) certificate.
As you have already highlighted the experience prerequisite requested to remove the restriction to commercial operation is almost the same the one requested to apply for FI(S) certificate.
However the scope of proficiency check (by definition: the demonstration of skill to revalidate or renew ratings, and including such oral examination as may be required) requested to remove the restriction is different from the scope of assessment of competence requested for the FI certificate (the demonstration, to an examiner qualified in accordance with Subpart K, of the ability to instruct a student pilot to the level required for the issue of the relevant licence, rating or certificate).

Niniejszym wycofuję wcześniejszą roboczą interpretację LPL, iż posiadacz FI(S) nie musi mieć wpisu do lotów komercyjnych i proszę od teraz rozpowszechniać wśród szybowników oraz ATO stanowisko EASA jako obowiązujące.
